Reporting to the Terminal Operations Supervisor, the incumbent will be responsible for planning and enactment of all marine operations, Jetty security, compliance activities to ensure that shipping operations meet ISPS, MARPOL, ISGOTT and SIGTTO standards, including liaison with Harbour authorities, Customs, vessels and pilots, tugs and other sub-contractors..
Key Responsibilities
- Ensure safe operations during mooring and unmooring operations at each berth
- Do critical equipment inventory management
- Coordinate, plan and execute all shipping activities in close coordination internally with Planners/Commercial & Marketing teams, Terminal Manager, Supervisors and externally with agents, third party surveyors & vessel masters.
- Liaises with Customs, Pilot and local Harbour Authority to determine availability & attendance of Pilot for inward/outward pilotage.
- Closely coordinates with support groups to achieve Terminal and Operations (Fuels Services) plans and objectives.
- Collaborates regularly with all stake holders for operational matters affecting end product storage, production targets, product quality, safety and equipment reliability issues and concerns.
- Be the competent person who, on behalf of the KPHL Operations, carries out liaison with each vessel, completes the ISGOTT/ISPS ship shore checklist and monitors marine operations to ensure compliance with ISGOTT, SIGGTO, ISPS, MARPOL etc. throughout operations
- Ensures cargo & other transfer operations are conducted to/from the ship safely and efficiently.
- Maintains commercial documentation and ensure that various essential commercial forms are completed properly, e.g. notice of readiness, marine operations timesheets, letters of protest, ship-shore checklist, oil spill management forms
- Supervises assembly, connection, securing, disassembly, and safe stowage of all hoses used for marine operations.
- Manages all jetty staff, including contractors, issue work permits for the jetty area, liaise with security team to control access to the marine exclusion zone around the jetty.
- Coordinates pre-berthing activities with Refinery Planning, Operations, and HSSE
- Coordinates with the Control Operator to safe and efficiently carry product shipping and crude receiving activities.
- Ensures plant & equipment reliability in the Jetty
- Refinery emergencies as defined in the Emergency and Oil Spill Response Teams positions
- Acts as PFSO of the refinery in the absence of the Terminal Supervisor
- The incumbent may be assigned to do other task as required by the Terminal Manager.
Qualifications/Experiences
- Must have Diploma, preferably in Engineering, Technical or Marine background or other related field.
- Must possess effective communication, organization and planning skills that are imperative to ensure all work is completed and communicated both internally and externally in a timely manner.
- Knowledge of Ship vetting & Inspection
- Proficient computer knowledge and keyboard skills in a Microsoft Word/Excel for Windows and other Computer Skills as required.
- Must have worked as Shore Officer for a minimum of 5yrs or more in an oil; terminal.
