Reporting to the HR Manager, this position will co-ordinate all activities within the learning and development (L&D) function including employee development (technical and non-technical), oversight of the Sponsorship and Graduate Development Program (GDP), coordinating mentoring to ensure knowledge transfer, and management of the L&D platform within Kumul Petroleum Holdings Limited’s (KPHL) ERP.

Key Responsibilities: 

  • Working collaboratively with managers and supervisors to identify training and development needs within KPHL through the development and maintenance of a skills matrix and associated individual and business skills gaps.
  • Working collaboratively with managers and supervisors to develop a tailored and targeted development program for all employees to improve skills, knowledge, competencies and experience in both technical and non-technical areas.
  • Research and continuously update available training programs (including e-learning where relevant) that meet the needs of employees, supervisors and managers.
  • Ensure and support knowledge transfer for post classroom learning or e-learning via workplace projects, mentoring, and coaching.
  • Together with managers and supervisors, manage the leadership development programs (via the Talent Management and Pipeline) through in-class training programs, e-learning programs, mentoring, coaching, or projects.
  • Provide quality and accessible data to enable effective workforce and strategic planning
  • Provide oversight and ensure both the sponsorship and GDP programs are managed in an effective and efficient manner.
  • Effectively manage employees external study arrangement.
  • Oversight and monitor KPHL’s employee performance review, and together with division managers and supervisors, identify areas for recognition/promotion where the criteria has been met, or improvement where required.
  • Monitor and track employee secondment program
  • Manage the L&D platform within KPHL’s ERP
  • Consult with HR Manager and employee supervisors to develop performance improvement measures, conduct orientation sessions, and arrange on-the-job training for new employees where required.
  • Lead programs to assist employees with job transitions, as well as retraining programs to develop new skills


  • Degree in HRM, Management, Industrial Psychology/Neuroscience or similar discipline. An MBA with a focus in a HR specialization would be an advantage.
  • Professional development via AHRI or PNGHRI
  • Minimum 5 years’ experience in senior professional role in HR
  • Minimum 7 years general HR experience within an established and reputable organization
  • Minimum 5 years’ experience in the L&D processes with demonstrated success
  • Minimum 5 years’ experience in developing systems and processes particularly in a L&D ERP platform
  • Minimum 7 years exposure in administration of Sponsorship and GDP Programs
  • Application of effective learning and development methods
  • Experience in project management and budgeting
  • Knowledge of human resource principles and practices in PNG including knowledge of PNG Labour legislations
  • HR analytics combined with capability of doing a skills & competency matrix
